3. QNU Implements Binh Dinh Province’s Human Resource Development Project in Semiconductors, AI, and Cybersecurity
To meet the growing demand for high-quality human resources in cutting-edge technology sectors, Binh Dinh Province is implementing a large-scale training initiative aimed at producing at least 7,500 highly qualified engineers, graduates, and specialists in key fields such as integrated circuit (IC) design, IC packaging and testing, artificial intelligence (AI), and cybersecurity.
Quy Nhon University (QNU) plays a central role in this initiative. The university is currently developing a shared-use semiconductor technology laboratory system, with a total investment of VND 120 billion—of which VND 100 billion is funded by the provincial government and VND 20 billion by the university itself.
A notable feature of the project is its breakthrough financial policy called "You Learn – We Pay", which enables students to take out low-interest loans from the Bank for Social Policies to cover tuition fees. During their studies, all interest is fully subsidized by the provincial government. Furthermore, students who commit to working in Binh Dinh for at least three years after graduation will have their entire tuition loan paid off by the province.
Key academic programs at QNU under this initiative include:
• Electronics and Telecommunications Engineering (with a focus on IC design)
• Applied Physics (with a specialization in IC packaging and testing technologies)
• Artificial Intelligence
• Information Technology (with a focus on cybersecurity)
