DLR - In its journey to realize the goals of building a digital government, digital economy, and digital society, Binh Dinh Province is gradually asserting its strong determination and methodical approach.
One of the most notable milestones is the successful organization of a large-scale Digital Transformation and Digital Skills Training Program for all provincial officials, civil servants, and public employees. The program ran from June 11 to 24, 2025, with 6,984 participants, marking a significant step in enhancing digital capacity and public service mindset across the entire province.

Quy Nhon University – A Strategic Hub for Digital Workforce Development in Binh Dinh Province
Quy Nhon University (QNU) has played a central role in the implementation of the province-wide digital transformation training program—from preparation and lecturer coordination to ensuring infrastructure and technical support.
To meet the large-scale training demand, the university mobilized 32 computer labs operating simultaneously, including 26 labs at QNU and 6 labs at Quy Nhon College of Engineering and Technology, providing a total of 1,104 computers for trainees.
In addition, a team of 68 lecturers and teaching assistants, along with on-site technical staff, ensured that the training process ran smoothly and effectively. The university created optimal conditions for participants to engage with key topics such as digital transformation, digital skills, use of digital devices, information security, and the application of artificial intelligence in public administration.

Assoc. Prof. Dr. Doan Duc Tung, Rector of Quy Nhon University, shared:
“The success of this training program is the result of close guidance and support from the Provincial Party Committee, the People’s Committee of Binh Dinh Province, and relevant departments and agencies. From the very first sessions, the university conducted class observations and review meetings to ensure the training content was closely aligned with the practical duties of officials and public employees.”
Notably, this training course required the university to quickly adapt to ensure smooth and timely program implementation. Class management was fully digitized, using QR code scanning for attendance tracking—allowing for accurate monitoring of participation rates by class and by department.
The automated examination and performance assessment system operated efficiently, ensuring transparency and accuracy throughout the course’s training and evaluation process.

The assessment process was also modernized, with computer-based multiple-choice exams consisting of 40 questions in 30 minutes. The system automatically saved each submission when time expired and provided immediate results at the end of each session, helping to save time and ensure objectivity.
The Rector of Quy Nhon University affirmed that the university will continue to accompany the province, flexibly adapt to new requirements, and remain fully prepared to take on future tasks assigned by the Provincial Party Committee and the People’s Committee of Binh Dinh Province.
Advancing Digital Transformation at Every Agency, Unit, and Locality
At the closing ceremony, Mr. Ho Quoc Dung, Secretary of the Provincial Party Committee, emphasized:
“Digital transformation is no longer just a trend—it is an essential requirement for the province and the entire country. It is not merely about applying technology, but about a comprehensive shift in mindset, governance, work organization, and service delivery to better serve the people.”
He underscored that the success of digital transformation depends on the synchronized and resolute efforts of the entire political system, especially the commitment of officials, civil servants, and public employees at all levels.
Mr. Ho Quoc Dung expressed his belief that through the course, participants had acquired essential knowledge and skills, along with new ways of thinking to apply to their professional duties. He called on all trainees to continue learning, stay updated with new knowledge, and actively apply what they have learned to their daily work—spreading the spirit of digital transformation throughout their agencies and localities following the completion of the program.

In the context of Binh Dinh Province preparing to merge with Gia Lai Province and transition to a two-tier government model starting July 1, 2025, the Secretary of the Provincial Party Committee emphasized that applying the knowledge gained from the training program into practice will be a key factor in driving the province’s development in the coming period.
The course concluded with high expectations that it would ignite a strong wave of digital transformation across the province’s public administrative system, contributing to improving the quality of public services for citizens and businesses in the digital age.
