DLR - During his visit and working session at Quy Nhon University on May 28, Deputy Minister of Education and Training Le Quan acknowledged the university’s notable achievements in education, scientific research, and the modernization of university governance. He also expressed his expectation that Quy Nhon University will become a key hub for technology and innovation in Vietnam’s Central and Central Highlands regions, particularly in the fields of semiconductor industry development, artificial intelligence, and digital transformation.

Receiving and working with the delegation from the Ministry of Education and Training were Assoc. Prof. Dr. Doan Duc Tung, Rector of Quy Nhon University; Assoc. Prof. Dr. Do Ngoc My, Chair of the University’s Science and Education Council; the Vice Rectors; and heads of the university’s constituent and affiliated units.

Prof. Dr. Le Quan, Deputy Minister of Education and Training, emphasized that Quy Nhon University must become a key regional hub for technology and innovation in the Central and Central Highlands regions.

At the meeting, Assoc. Prof. Dr. Doan Duc Tung delivered an overview of the university’s operations, development orientation, and key achievements in recent years. Quy Nhon University is a public higher education institution operating under Level-3 financial autonomy, with responsibilities in undergraduate and postgraduate education, scientific research, technology transfer, and community service.

The university currently comprises 12 faculties, 11 constituent units, and 5 affiliated units. It offers 52 undergraduate programmes to approximately 16,000 full-time students. At the postgraduate level, QNU provides 24 master’s programmes and 5 doctoral specializations, serving nearly 1,000 graduate students and doctoral candidates. The university also offers undergraduate and postgraduate education, as well as Vietnamese-language training, for many Lao students from Attapeu, Champasak, Salavan, and Sekong provinces.

QNU currently has 728 staff members and employees, including 1 professor, 41 associate professors, and 218 doctorate holders. More than 52.6% of its academic staff hold the rank of professor or associate professor, or possess doctoral degrees.

According to Assoc. Prof. Dr. Doan Duc Tung, Quy Nhon University has identified its development model as that of a multidisciplinary, application-oriented university, with teacher education serving as a strategic core. The university is prioritizing investment in basic sciences, mathematics, social sciences and humanities, as well as engineering, semiconductor technology, artificial intelligence, and information technology, thereby establishing a strong foundation for development in the next phase.

Over nearly five decades of establishment and development, coupled with continuous efforts to modernize governance and improve the quality of education and scientific research, Quy Nhon University has been awarded a four-star Southeast Asian rating for application-oriented universities by University Performance Metrics (UPM). In the 2026 Webometrics Ranking, QNU placed 40th among ranked higher education institutions in Vietnam. Meanwhile, in the Vietnam University Rankings 2026 (VNUR-2026), the university ranked 23rd out of 100 institutions, rising 13 places from 2025.

For the 2025–2030 period, with a vision to 2045, Quy Nhon University aims to become a reputable higher education institution in Southeast Asia, driven by innovation, digital transformation, and international integration.

Alongside these achievements, the university’s leadership also shared several challenges related to institutional autonomy, organizational structure, science and technology activities, and engagement with enterprises. The university therefore proposed that the Ministry of Education and Training continue to provide attention and support in the time ahead.

Speaking at the meeting, Deputy Minister Le Quan recognized and commended the dedication and efforts of Quy Nhon University’s staff and lecturers throughout the university’s development journey.

According to the Deputy Minister, Quy Nhon University has long been highly regarded for its professional expertise, academic strengths, and institutional image, while serving as a leading university for both the locality and the wider region.

Discussing the difficulties and challenges currently facing higher education institutions, the Deputy Minister noted that these are common issues in the broader process of reform and the implementation of university autonomy. He encouraged Quy Nhon University to further strengthen its role in training human resources for the semiconductor industry and artificial intelligence; and to work more closely with local authorities in developing a Semiconductor Practice Center and an Innovation Center. The university was also encouraged to orient the development of its medical programmes toward community service, invest in research groups and scientific projects, and improve the quality of international publications. In addition, the Deputy Minister emphasized the importance of training in services, tourism, and hotel management to meet the region’s growing demand for highly qualified human resources.

Deputy Minister Le Quan emphasized that Quy Nhon has considerable potential to become an “intellectual property hub,” supported by its highly qualified workforce and strong academic foundation. Amid ongoing reform and organizational streamlining, he noted that the university should continue to build on its strengths while embracing bold, forward-looking innovation to achieve further growth. “Quy Nhon University must become a key center for technology and innovation in the Central and Central Highlands regions,” Deputy Minister Le Quan stressed.

The working session provided an important opportunity for the Ministry of Education and Training and Quy Nhon University to exchange views and set directions for key priorities in the coming period. It also further affirmed QNU’s role and standing within Vietnam’s higher education system, particularly in innovation, digital transformation, and the development of a high-quality workforce for the Central and Central Highlands regions and the country as a whole.
