QNU - With the aim of developing a robust growth strategy and establishing itself as a leader in high technology in the Central region, Quy Nhon University (QNU) and TORmem Inc.—a Silicon Valley-based technology company—have officially signed a Memorandum of Understanding for a strategic partnership. This collaboration, inked in July 2025, focuses on advancing artificial intelligence (AI) infrastructure and memory-centric cloud computing, marking an important milestone towards building Vietnam’s first AI campus.

Connecting Global Intelligence with Local Resources
This agreement marks a significant milestone in Vietnam’s technological development, especially for the Quy Nhon – Gia Lai region, with an ambitious vision to become a national and Southeast Asian AI hub.
TORmem Inc., led by Mr. Nguyen An Thao—a Vietnamese high-tech expert in the United States and an alumnus of Quy Nhon—will support Quy Nhon University in transferring advanced hardware technology, including AI server systems equipped with RTX 4090 GPUs. These systems are engineered to deliver up to 85% of the performance of NVIDIA’s H100/H200 servers, but at a much lower cost.
Contributing to the Realization of the National AI and Digital Transformation Strategy
Assoc. Prof. Dr. Doan Duc Tung, Rector of Quy Nhon University, affirmed:
“This is a golden opportunity for Quy Nhon University to take significant strides in high-tech development. We are extremely proud to receive direct support from TORmem and its founder—not only are they bringing global expertise, but they are also demonstrating a profound commitment to their homeland.”

Meanwhile, Mr. Nguyen An Thao, Founder and CEO of TORmem, emphasized:
“This is not merely a technology transfer—it is a serious investment in the future of high-tech education in Vietnam. TORmem is fully committed to taking decisive action, bringing cutting-edge hardware, deep technical expertise, and long-term capabilities to support Vietnam’s future.”
In addition to hardware, TORmem also pledges to provide technical support, software consulting, and collaborate with Quy Nhon University on research and development (R&D) activities. This marks the first time a Vietnamese university will have direct access to a world-class, memory-centric AI system.
The partnership between QNU and TORmem Inc. not only ushers in a new era for advanced technology education and research in Central Vietnam, but also actively contributes to the realization of Vietnam’s National Strategy for AI and digital transformation.
