DLR - Quy Nhon University has officially embarked on a new chapter of growth with the appointment of its University Council and Council Chair for the 2025–2030 term. The ceremony announcing the official recognition of the University Council and its Chair is not only a milestone in the institution’s journey of governance reform but also reaffirms the university’s pioneering role in building an autonomous, modern, and globally integrated university model.

At the ceremony, a representative from the Department of Personnel Organization (Ministry of Education and Training) announced Decision No. 1998/QD-BGDDT and Decision No. 1999/QD-BGDDT, both signed by the Minister of Education and Training on July 9, 2025, officially recognizing the University Council and the Chair of the University Council for the 2025–2030 term.
According to its structure, the University Council of Quy Nhon University for the 2025–2030 term consists of 19 members, including 4 ex officio members, 9 members from within the university, 1 representative of the Ministry of Education and Training, and 5 external members. The University Council is organized into a Standing Committee and several specialized committees: the Committee for Organization, Personnel, and Legal Affairs; the Committee for Training and Quality Assurance; the Committee for Science, Technology, and Cooperation; and the Committee for Finance and Facilities.

He highly commended Quy Nhon University as an institution with nearly 50 years of establishment and growth, recognized for its strong reputation in training high-quality human resources and conducting scientific research in service of both the region and the nation. The university’s achievements, he noted, are the result of concerted efforts by generations of leadership, staff, and university councils. In the face of rapid global change, the Deputy Minister encouraged universities, including Quy Nhon University, to foster their roles not only as centers for human resource training but also as hubs for research and innovation, making meaningful contributions to socio-economic development.
The 2025–2030 period has been identified as a pivotal and strategic phase for the education sector and the nation’s development. The Party and State have designated education, training, science and technology, innovation, and digital transformation as key priorities. Therefore, higher education institutions must continue to serve as centers of intellectual convergence, training high-quality human resources for critical sectors.

On behalf of the Ministry of Education and Training’s leadership, the Deputy Minister urged the university to focus on strengthening its leadership team, maintaining internal unity, and leveraging collective intelligence; to define a long-term vision grounded in science, technology, and innovation as the foundation for development. At the same time, the university should build upon its distinctive strengths in teacher education, natural sciences, and technological engineering, linking academic programs with the local socio-economic development needs. The Deputy Minister also stressed the importance of refining internal regulations, enhancing modern and transparent university governance, increasing investment in infrastructure, and improving the conditions that ensure educational quality. He called for innovation in curricula to reflect practical demands, especially in high-tech fields such as semiconductors, artificial intelligence (AI), and cybersecurity.
Additionally, the university should adopt policies to promote scientific research and innovation, strengthen partnerships with businesses and international collaborators, and establish appropriate incentive mechanisms for faculty members. Deputy Minister Hoang Minh Son expressed his confidence in Quy Nhon University’s tradition and aspirations for innovation and expressed hope that the university will continue to thrive and make significant contributions to national education and the sustainable development of the region and the country as a whole.
Delivering his remarks at the ceremony, Assoc. Prof. Dr. Nguyen Quang Ngoan, Chair of the University Council of Quy Nhon University for the 2025–2030 term, extended his heartfelt thanks to the leaders of the Ministry of Education and Training, the Provincial Party Committee, the People’s Committee of Gia Lai Province, as well as the university’s leadership and staff for their trust in the University Council. Assoc. Prof. Dr. Nguyen Quang Ngoan affirmed that the new term’s University Council embraces its responsibilities with utmost dedication, committing to fulfilling its role in governance, strategic planning, and oversight, thereby contributing to the university’s sustainable development.
He further noted that the University Council for the 2020–2025 term had achieved significant accomplishments, especially in asserting its central role in governance, coordinating strategy, and laying the institutional groundwork for university autonomy. Building on the valuable achievements and experiences of the previous term, the 2025–2030 University Council will play a vital role in successfully implementing the Resolution of the 16th Party Congress of the University for the 2025–2030 term, with the goal of developing Quy Nhon University into a prestigious, modern, and advanced institution of higher learning—recognized both nationally and within Southeast Asia. The university will continue to advance in education and training, science and technology, innovation, and international cultural exchange.
The Chair of the University Council emphasized that, to achieve these goals, the university must thoroughly grasp and consistently implement the Party’s guidelines—particularly the Central Committee’s resolutions on the development of science and technology, innovation, digital transformation, international integration, legal reform, and private sector development.

During this term, the University Council will focus on streamlining and enhancing the efficiency of its organizational structure; building a high-quality staff team; strengthening management, administration, and financial autonomy; expanding the university’s scale and diversifying its academic programs; innovating teaching methods; advancing scientific research, international collaboration, digital transformation, innovation, and university rankings; boosting enterprise partnerships; and improving the welfare of its staff and employees.
Assoc. Prof. Dr. Nguyen Quang Ngoan noted that the University Council will soon issue a Development Strategy for the 2025–2030 period with a vision to 2045, which will serve as the foundation for the university’s governance and operations in the coming years, while fully incorporating the directions and guidance from the Ministry of Education and Training’s leadership.
The conference also served as an opportunity to express gratitude to the members of the University Council for the 2020–2025 term, acknowledging their significant contributions to the university’s growth and development.

According to the Law on Higher Education, the University Council is the highest authority in the governance model of public universities, representing ownership rights and the interests of all stakeholders. With its role in strategic planning and comprehensive oversight, the University Council of Quy Nhon University is responsible for setting the institution's direction and making crucial decisions on matters such as admissions, program offerings, finance, organizational structure, international cooperation, quality assurance, the appointment of rectors and vice-rectors, and various other fields. The Council brings together intellect, determination, and vision—serving as a bridge that connects the university’s internal strengths with external partners, striving to build an autonomous, modern, and community-oriented institution of higher education.
