(DLR) – On the morning of August 20, 2025, Quy Nhon University held a working session with Mr. Nguyen An Thao – Founder and Chief Executive Officer of TORmem Inc. (USA) – to advance strategic cooperation in the fields of Artificial Intelligence (AI) and the semiconductor industry. This meeting marks a significant step forward following the signing of a Memorandum of Understanding between the two parties in July 2025.

Mr. Nguyễn An Thạo held discussions with Assoc. Prof. Dr. Đoàn Đức Tùng – Rector of Quy Nhon University – together with faculty members who serve on the Steering Committee for the Provincial Human Resource Development Program in the semiconductor, AI, and cybersecurity sectors for the period 2025–2030 of Binh Dinh Province (now Gia Lai Province).
During the working session, the two sides engaged in extensive discussions on the plan to establish AI and semiconductor laboratories at Quy Nhon University. TORmem Inc. committed to providing state-of-the-art technological infrastructure, including AI servers powered by RTX 4090 GPUs, high-capacity memory disaggregation devices, high-speed Ethernet networks, and advanced data center orchestration solutions.

Mr. Đặng Quang Khanh – Deputy Director of the Gia Lai Department of Science and Technology – shared a number of points regarding investment plans for establishing a laboratory dedicated to chip packaging and testing.
The AI laboratory will be equipped with memory disaggregation technology and cutting-edge 400G ultra-high-speed Ethernet, forming a robust foundation for next-generation AI data centers. This initiative will enable students to gain hands-on experience with real AI workloads, distributed computing environments, and high-bandwidth memory systems.
In parallel with its initiatives in Artificial Intelligence (AI), Quy Nhon University is also implementing human resource development activities in the fields of semiconductors, AI, and cybersecurity, in alignment with the province’s strategic program. Within the framework of the working session on August 20, 2025, the University held discussions with representatives from the Gia Lai Department of Science and Technology on plans to invest in establishing a laboratory for chip packaging and testing.

Faculty members and officials attending the meeting also engaged in active exchanges and discussions on these initiatives.
Both parties agreed to finalize plans for equipping the laboratory with advanced instruments to support practical training in the design and verification of Application-Specific Integrated Circuits (ASICs). Training programs on ASIC design, along with specialized courses in chip packaging and testing, have already been developed and are currently under review for approval. The University will work closely with the Gia Lai Department of Science and Technology to propose an appropriate list of equipment and materials that meet the requirements for specialized training and advanced research in the semiconductor industry.
The working session marked a significant milestone in the strategic partnership between Quy Nhon University and TORmem Inc. in the field of Artificial Intelligence, while also demonstrating the effective collaboration between the University and the Gia Lai Department of Science and Technology in advancing research infrastructure and training for the semiconductor industry.
The simultaneous establishment of state-of-the-art laboratories, the development of specialized training programs, and the investment in advanced equipment all contribute to the implementation of the province’s high-tech human resource development initiative. These efforts reaffirm Quy Nhon University’s commitment to becoming a leading center for education, research, and technology transfer, capable of meeting the development needs of both the region and the nation in the digital era.
