DLR - On the morning of June 11, 2025, a professional training course aimed at enhancing digital transformation and digital skills for public officials in Binh Dinh province officially commenced at Quy Nhon University and Quy Nhon College of Technology and Engineering. This training program is a key initiative under the implementation of Prime Minister’s Decision No. 146/QĐ-TTg, which approves the national project titled “Raising Awareness, Popularizing Skills, and Developing Human Resources for National Digital Transformation by 2025, with Orientation Toward 2030.”
Taking place from June 11 to June 25, 2025, the course is designed to strengthen digital capabilities among government staff, enabling them to effectively adapt to and lead the province’s digital transformation journey. The program contributes to achieving the goal stated in Decision 146: ensuring that 100% of leaders, officials, civil servants, public employees, and state-owned enterprise staff receive annual training and updates in digital transformation, digital skills, and digital technologies.

This initiative is also part of the broader policy framework set forth in Resolution No. 57-NQ/TW by the Politburo, Action Plan No. 152-KH/TU by the Standing Committee of the Binh Dinh Provincial Party Committee, and Plan No. 109/KH-UBND by the Provincial People’s Committee. Collectively, these efforts aim to raise awareness, foster digital skills, and enhance technological adaptability across the entire provincial public sector workforce.
At the Opening Ceremony, Mr. Pham Anh Tuan – Chairman of the Binh Dinh Provincial People's Committee – emphasized that organizing digital transformation and digital skills training for the province's civil servants, public employees, and officials is a vital step in executing both the National Digital Transformation Program and the province’s own Digital Transformation Plan for the 2021–2025 period, with a vision to 2030. Through these training sessions, participants will be equipped to search for information, communicate, and handle tasks securely in digital environments, while mastering the use of e-government platforms. This contributes to building a digital government and fostering a public workforce with innovative thinking and a work style adapted to modern technologies.
To ensure the success and effectiveness of the program, Chairman Pham Anh Tuan urged all participants to demonstrate a high sense of responsibility, actively engage in the learning process, and strictly adhere to the course schedule, rules, and regulations set by the training institutions. He stressed that after completing the course, trainees must be able to apply digital knowledge and skills to their actual work, thereby improving public service performance. Trainers were also encouraged to focus on delivering foundational knowledge, promoting interactive learning, and offering hands-on guidance so that learners can immediately put new skills into practice.
Chairman Pham Anh Tuan also called on training institutions, the Department of Science and Technology, and the Department of Home Affairs to closely coordinate efforts in organizing the program. This includes ensuring adequate facilities, qualified instructors, and appropriate training materials. Additionally, departments were instructed to regularly monitor the progress of the training sessions—especially trainee engagement, learning outcomes, and post-training performance—and promptly report any challenges or issues to the Provincial People's Committee for timely resolution.

Assoc. Prof. Dr. Doan Duc Tung – Rector of Quy Nhon University – stated that the university is honored to be entrusted by Binh Dinh Province with the important task of providing digital competency and skills training for provincial civil servants, public employees, and officials in 2025.
He emphasized that this is not only a significant political mandate contributing to the province’s digital transformation journey but also a meaningful step in advancing the national digital agenda. The Rector noted that the university has made thorough preparations in terms of infrastructure and human resources to ensure the quality and success of the training program. Specifically, Quy Nhon University has equipped 900 desktop computers and laptops for the trainees and collaborated with the Department of Science and Technology to develop a tailored training curriculum.

Assoc. Prof. Dr. Doan Duc Tung affirmed that, under the close guidance of the Provincial Party Committee and the People’s Committee of Binh Dinh, and with the cooperation of various departments and agencies, the university is committed to carrying out the training program with seriousness and effectiveness to deliver tangible outcomes.
The curriculum for the digital knowledge and skills training program was developed by Quy Nhon University based on the official training framework issued by Binh Dinh Province. This framework aligns with the national standards for basic digital knowledge and skills set by the Ministry of Science and Technology. The curriculum consists of three main content areas:
1. Basic knowledge and skills in digital transformation
2. Basic information security
3. Basic applications of digital technology in the workplace
The program aims not only to provide foundational knowledge but also to enhance participants’ practical skills, enabling them to apply digital tools effectively in their daily tasks. Ultimately, this is expected to improve public service delivery and contribute to Binh Dinh’s sustainable development in the digital era. At the end of the course, trainees will take a computer-based test and receive a Certificate of Completion upon meeting the required standards.

Each training class in the program lasts for two days (equivalent to four sessions) and is delivered in both in-person and online formats to ensure flexibility and convenience for participants.
According to the plan, a total of 343 training classes will be conducted across Binh Dinh Province in 2025, involving more than 34,600 participants, of which nearly 10,000 will attend in person. This impressive number reflects the strong commitment and determination of the provincial leadership to build a digitally competent workforce—one that not only possesses knowledge but also masters digital platforms and skills to enhance work efficiency and provide more professional services to citizens and businesses.
The training program targets a wide range of participants, including leaders at all levels, IT and digital transformation specialists, government managers at both central and local levels, as well as public officials, employees, and workers from state agencies and state-owned enterprises. To address the specific needs of each group, the training content is tailored into specialized modules.
Through the training program, Binh Dinh’s civil servants, public officials, and employees will gain updated knowledge in key areas such as artificial intelligence (AI), big data, digital government, and smart governance. This foundation will enable them to apply advanced technologies across various sectors, including healthcare, education, urban management, and high-tech agriculture. These are considered core pillars in Binh Dinh’s strategic roadmap toward building a digital government, digital economy, and digital society. As such, the training course is a critical activity that supports the province’s broader vision of becoming a national hub for high technology.
