DLR - On July 14, 2025, Quy Nhon University (QNU) officially entered into a strategic partnership with GEO Group (Federal Republic of Germany) and O-DOOR Vietnam Co., Ltd. to establish and operate a new Renewable Energy Human Resource Training Center in Gia Lai Province. Covering an area of 20 hectares, the project is expected to receive a total investment of up to USD 50 million. Its goal is to train internationally qualified technicians in wind power, solar energy, and green hydrogen.
The agreement aims to establish a comprehensive foundation for collaboration among the three parties, contributing to the development of a high-quality workforce and supporting Vietnam in fulfilling its commitment to carbon neutrality by 2050. Earlier, on June 18, 2025, GEO Group and O-DOOR Vietnam Co., Ltd. held a working session with the leadership of Quy Nhon University and signed a memorandum of understanding on investment cooperation with the People's Committee of Binh Dinh Province (now Gia Lai Province), marking the beginning of a strategic initiative to train professionals in clean energy.

During implementation, each party will take on specific roles and responsibilities. GEO Group (through its subsidiary RSC) will design and transfer training programs based on international standards, covering both theoretical instruction and simulated practical training. The Group will assign international experts to deliver courses, provide comprehensive teaching materials, modern technical equipment, and simulation tools, and oversee the overall quality of the program.
In addition, GEO will offer scholarships to outstanding trainees and maintain strong ties with organizations within the European Union and Germany to seek funding opportunities, foster international partnerships, and continuously enhance the quality of training.
O-DOOR Vietnam will be responsible for the overall management and coordination of the project in Vietnam. The company will oversee the operation of the Training Center, handle legal and financial matters, and serve as a bridge between the center and domestic enterprises. It will also proactively coordinate internship programs, support job placement for graduates, lead communication efforts, and mobilize local resources to ensure the long-term sustainability of the project.
As for Quy Nhon University, the institution will assign faculty members to participate in the “Train-the-Trainer” program conducted by RSC Academy. QNU will also collaborate in student recruitment, training planning, delivery of both theoretical and practical instruction, assessment of learning outcomes, and support for certificate recognition in line with Vietnamese regulations.
QNU will play a key role in adapting and localizing the training program to suit the national educational context. Additionally, the university will support learners through academic advising, internship facilitation, career orientation, and connections with employers. Furthermore, QNU will propose and implement scientific research projects focused on renewable energy technologies, aiming to generate practical solutions with high potential for application and technology transfer within the Vietnamese energy sector.

Speaking at the signing ceremony, Mr. Pham Anh Tuan, Chairman of the Provincial People's Committee, emphasized that the Renewable Energy Human Resource Training and Development Center is considered a key project for the province. He noted that the province is expediting the bidding process to select an investor for the project, which is expected to be completed by August 2025.
Chairman Pham Anh Tuan affirmed the province’s commitment to fully supporting the project to ensure its timely implementation and effective operation. He also expressed his hope that all parties would work together toward a shared goal: to transform Gia Lai into a modern hub for training and developing a highly qualified workforce in renewable energy and green hydrogen technologies, in line with international standards. He stressed that Gia Lai aims to become a leading locality in receiving and applying new technologies in the renewable energy sector.
To ensure the effective implementation of the signed agreements, Mr. Pham Anh Tuan, Chairman of the Gia Lai Provincial People's Committee, urged Quy Nhon University to act swiftly, promptly, and substantively on the contents of the memorandum of understanding. He emphasized a spirit of “only moving forward, never stepping back,” with a strong aspiration to master cutting-edge technologies, rapidly adopt advanced innovations, and position the university as a leading training center in renewable energy both nationally and regionally.
At the same time, he called on GEO Group and O-DOOR Vietnam to strictly adhere to their commitments, with a particular focus on accelerating the project's implementation.
The strategic partnership between QNU, GEO, and O-DOOR Vietnam represents not only a significant step in renewable energy workforce development but also a powerful example of effective collaboration among education, industry, and international partners. It lays a solid foundation for Vietnam to advance toward sustainable development and global integration in the clean energy sector.
