ICT - The evolutionary development of a number of major countries in the world has shown that basic scientific research plays a very important role, considered as a solid foundation, a lever for the development of science and technology of a nation. Professor Jerome Friedman, an American scientist who won the 1990 Nobel Prize in Physics, in a letter to Vietnam, proposed the establishment of an "excellent basic research institute" in conjunction with the ICISE to connect Vietnam’s science with the world’s. At the same time, this centre will also help to attract the world's scientists, especially talented young Vietnamese people working abroad. On August 9, 2017, the Minister of Education and Training signed the Decision No. 527/TB-BGDDT on the establishment of the "Quy Nhon International Basic Research Institute" directly under Quy Nhon University.
For this project to be implemented soon, on September, 2018, Quy Nhon University organized a workshop on the establishment of the Quy Nhon International Basic Research Institute.
Attending the workshop were Mr. Tran Nam Tu, Deputy Director of the Department of Science, Technology and Environment – under the Ministry of Education and Training, Mr. Nguyen Huu Ha, Deputy Director of the Department of Science and Technology of Binh Dinh Province, Prof. Tran Thanh Van. Ms. Trinh Thi Thuy Giang, Deputy Director of the Institute of Advanced Studies in Mathematics ... The participants from the University included Assoc.Prof. Dr. Do Ngoc My, Rector, Head of the Organizing Committee, Assoc.Prof. Dr. Dinh Thanh Duc: Vice-Rector, Heads of the Departments, Divisions, lecturers of the University and some scientists. Reporters from some news organizations were also invited to the workshop.

The workshop was held to deal with the difficulties and work out the solutions to achieve the goal of establishing an advanced scientific research center serving as a bridge between Vietnam’s science and the world’s.
- Building a key research center for neutrino physics in Vietnam, which combines theoretical and empirical research.
- To gather excellent Vietnamese researchers working with international experiments through cooperation with other countries around the world.
- Train and retrain the contingent of researchers, especially train the next generation of neutrino physicists in particular and high-energy physics in Vietnam.
During the discussion, the participants exchanged some policy-related problems together with some solutions proposed to the foundation of the Basic Scientific Research Institute and its 3 affiliated centers: Neutrino Research Center, Nano Science and Technology Research Center, Center for Applied Mathematics.
