On the morning of June 11, 2020, Quy Nhon University’s Department of Economics & Accounting, in collaboration with the Binh Dinh Center of Information and Application of Science and Technology, Binh Dinh Department of Science & Technology organized a workshop on "Assessing the actual socio-economic effectiveness of the tasks, the research projects and technological development of Binh Dinh province in the 2006-2016 period and proposing solutions to improving the effectiveness of the post-approval research results”.
This is a provincial-level scientific and technological research project carried out by Dr. Nguyen Ngoc Tien - lecturer of the Department of Economics & Accounting, chief researcher, in collaboration with some members of the Department of Economics & Accounting and some public employees and officials of Binh Dinh Department of Science & Technology.
At the workshop, Dr. Nguyen Ngoc Tien presented the detailed summary of the project, which consisted of three main parts: (1) Assessing the actual socio- economic effectiveness of 146 research projects implemented in Binh Dinh province in the 2006-2016 period in terms of scientific, technological, economic, environmental, socio-cultural, information management and training effectiveness; (2) Analysing some factors that affect the socio- economic effectiveness of post-approval projects from the perspective of the agencies that implement projects, the agencies that apply research results and units as well as individuals that benefit from the research results; (3) Proposing solutions to improving the effectiveness of the application of post-approval research results of the projects.

Hoang Manh Hung, MA emphasized that with the dramatic impact of industry 4.0 on the economic sector in general and scientific and technological research in particular, scientific and technological research projects had made positive changes, connected with the reality, becoming more and more applicable, bringing about more practical socio- economic efficiencies. However, he said it was very difficult to assess the socio-economic efficiency of post-approval projects due to difficulties in finding common ground on the criteria for evaluating the socio-economic efficiency of research projects of different fields. As a result, this research is of great importance.

During this period, Quy Nhon University was honored to participate in the implementation of 05 projects, which consist of (1) Researching and developing typical tourism products of Binh Dinh province in the period of 2016-2030 by Assoc.Prof.Dr Do Ngoc My - Rector of Quy Nhon University, chief researcher, (2) Assessing the real situation, proposing a number of sustainable livelihood models and implementing solutions for ethnic minority areas in Binh Dinh province by Assoc.Prof.Dr. Nguyen Dinh Hien - Vice Rector of Quy Nhon University, chief researcher, (3) Researching and developing software for managing and exploiting diagnostic imaging data at Binh Dinh General Hospital by Dr. Le Thi Kim Nga - Deputy Director of the Institute of Applied Science and Technology Research; (4) Researching, designing and manufacturing analytical equipment for some food safety criteria by capillary electrophoresis method co-chaired by Dr. Cao Van Hoang at the Department of Natural Science and Dr. Le Cong Nhuong at the Department of Science & Technology, and (5) Building database and tools for management of the dyke system in Binh Dinh province by Dr. Ngo Anh Tu - Deputy Dean of the Natural Science Department, chief researcher. All of the 5 projects were rated level A (one of very significant socio-economic efficiency) and level B (one of significant socio-economic efficiency).
The workshop participants discussed enthusiastically and highly appreciated the urgency as well as research methods and research results of the project. Especially, the research team succeeded in developing a set of criteria and weights for evaluating the effectiveness of projects, and is developing a software used to evaluate the effectiveness of post-approval projects. Besides, the participants also made extremely practical comments and suggestions, so that the research team could better its final report of the project.
